Born in Lancashire. BA St John's College, Cambridge 1553, fellow there from 1553, MA 1557.

Hartley's probate inventory includes ca.50 books, valued at £2 1s 6d (from a total estate valued at £8 1s). The books are mostly in Latin, with a mixture of theology, philosophy, classics and other topics relevant to university teaching.
