Son of Maurice Pugh of Bishop's Castle, Shropshire, gentleman. BA Balliol College, Oxford 1727, MA 1731; no further details of his career have been traced.

Pugh used an engraved armorial bookplate, made when he was at Balliol (Franks 24274); the extent and disposition of his library are not known.
