The eldest son of Hugh Rose, 14th laird of Kilravock (1649-1687), a member of the Scottish Parliament, he was initially a supporter of the house of Stuart but accepted the accession of William and Mary and was elected to the Scottish Parliament in 1700. He was selected as a Scottish representative in the new British Parliament but does not seem to have been active. He was sheriff of Ross for many years and took an active role in local politics.
